The Catalan university system depend on the Ministry of Education and Universities, according to the legal framework in Spain which allows the Autonomous Government of Catalonia, the Generalitat, to take full responsibility for education at all levels in Catalonia.
The main aspects over which the Ministry has jurisdictional power, regarding the universities, are university programming; the creation of new public universities and the recognition of private universities; the approval of the public universities statutes; the programming and implementation of new studies and research activities and the elaboration, approval and control of the universities’ budgets.
